Ryanair Faces Accusations of Manipulative Tactics in Italy
Italy’s competition authority, AGCM, has leveled serious accusations against Ryanair, alleging the airline deliberately manipulated travel agencies by blocking payment methods and systematically deleting accounts. The dispute, spanning from April 2023 to at least April 2025, centers around Ryanair’s aggressive strategies designed to discourage agencies from buying tickets directly through its website.
Blocked Bookings Fuel Competition Concerns
Ryanair is accused of actively hindering travel agencies' ability to purchase flights, particularly those offering combined flights with other airlines or services. The regulator claims the airline employed an “abusive strategy” to block bookings, utilizing tactics like blocking payment methods and resorting to mass-deleting accounts. This disruptive approach significantly reduced competition and consequently increased costs for consumers.
Aggressive Partnerships and "Pirate OTA" Campaign
To incentivize collaboration, Ryanair subsequently imposed partnership agreements on online travel agencies (OTAs). The airline employed an aggressive communication campaign, labeling agencies not aligned with its partnerships as “pirate OTAs.” This tactic further pressured agencies into accepting Ryanair's terms.
Ryanair to Fight the Fine
Ryanair has committed to vigorously contesting the “bizarre and unsound” fine imposed by Italian authorities. The airline, demonstrating consistent growth across Europe through consistently offering the lowest airfares, believes the accusations are unfounded.
